Fallen S.A.B.E.R. is a Grimoire card from the original Destiny (Destiny 1), found under Activities → Strikes. Grimoire cards held most of the game's lore and were read on Bungie.net and in the companion app, not in the game itself.
Card text
“We've picked up a high-gain transmission. Origin point is somewhere along the coast, near the Cosmodrome... Get in there, assess the threat, and aid Rasputin. A threat to the Warmind is a threat to the City as well.” - Commander Zavala
Grimoire text written by Bungie, shown as it appears in the Destiny 1 game files.
