Ishtar Collective is a Grimoire card from the original Destiny (Destiny 1), found under Activities → Story: Venus, Ishtar Sink. Grimoire cards held most of the game's lore and were read on Bungie.net and in the companion app, not in the game itself.
Card text
"The Vex have us all worried. Terrible things are stirring beneath Venus, but what you've discovered gives us hope that we can stop them. Just be careful when you make deals with the Awoken, would you? The Queen always collects." - Cayde-6
